Russian Construction Week 2022 participants discussed issues of low-rise housing construction in Russia

Today at Expocentre Fairgrounds, the 5th Conference Low House 2022 took place within Russian Construction Week and the RosBuild 2022 international exhibition. The event was organised by the Russian Union of Designers, NOSI – the National Association of Construction Industry Participants, the National Association of Home Builders and EXPOCENTRE AO. Alexander Loshchenko, President of NOSI, was the event’s moderator. 

Efim Basin, Chairman of the Russian Chamber of Commerce and Industry's Committee on Entrepreneurship in the Construction Sector, noted the relevance of the topic. He reminded that legislative acts have been passed that equate construction and financing of individual housing construction with multi-storey construction, that all preferences are in effect, including mortgages. 

According to him, 73% of people want to improve their housing conditions through individual construction, to live in the countryside, on the land. According to Efim Basin, the situation today can be called an emergency: "Last year, a record was set. 92 million square metres of housing was commissioned, including half of individual housing. Today, the conditions are tougher. But we are confident in our abilities. Already now, the government is taking a number of measures to ensure that investments and assistance to organisations in distress do not stop. 

The Committee of the Russian Chamber of Commerce and Industry, according to its chairman, proposed a number of measures to support low-rise construction, pointing to the need to preserve the preferential mortgage rate of 7% per annum, family mortgages at 6% and allow fixed-price contracts.

Elena Chuguevskaya, General Director of Giprogor OAO, spoke about the architectural appearance of the development. According to her, the architectural appearance of most residential areas leaves much to be desired. She spoke in detail about the problems of architectural appearance of low-rise buildings and possible perspectives. Her presentation included examples of future projects, such as the smart energy-efficient country house, cities of opportunity and the revival of small settlement forms, the development of the internet in inaccessible areas, a new approach to farming, unmanned aerial taxi delivery, remote medical services for remote areas, the elimination of illegal dumps in forests and much more. 

Elena Chuguevskaya also drew attention to modern typologies of low-rise housing development, new trends of comfortable housing influencing low-rise construction, basic principles of architectural and planning solutions for low-rise development. She gave examples of foreign and Russian experience of creating eco-settlements. 

Alexander Loshchenko, President of the National Association of Construction Industry Participants, spoke about the development of cluster systems as the basis for integrated development of territories in the regions. In his opinion, the cluster approach should become a priority in low-rise construction. Clusters are useful both for their participants and for regions. They attract more investment than individual companies. The innovations they use, new technologies in the organisation of production, sales, management and financing give significant competitive advantages. 

Irina Rudakova, Vice President of the International Association of Housing and Mortgage Funds and an academician of the International Academy of Mortgage and Real Estate, spoke about improving housing conditions through the expansion of housing finance programmes. Violetta Basina, Chairman of the Russian Union of Builders’ Committee for Cooperation between Developers and Homeowners, shared her experience of project financing of housing with DOM.RF. 

The conference participants also paid attention to the construction of low-rise settlements in the Moscow region, the design and construction of timber multi-storey buildings, the creation of a design and technology cluster in the construction industry, and fire-safe roofing technologies and materials. The experts presented an energy-efficient modular house-building system, highly efficient thermal insulation building materials for use in residential industrial construction, discussed new regulations for windows in low-rise construction, and much more of professional interest.
